Kampong Bharu community (2) For the purpose of this section, "Kampong Bharu community" means the owners of the land and the heirs to the land in Kampong Bharu, including the owners of the land and the heirs to the land in Kampong Bharu who are- (a) members of the non-governmental organization which has an interest in the development of Kampong Bharu; or (b) involved in commercial activities in Kampong Bharu.
